Every European CTO carries a nearshore map in their head, and Albania is the country on it that most of them have never tried. That is odd, because on the checkpoints that decide whether nearshore works, it scores like the places that are already crowded. This is an essay on those checkpoints, written from Tirana by UnyoCorp. 1. The clock

Tirana is in the Central European time zone. A stand-up at nine in Berlin, Milan or Vienna is a stand-up at nine in Tirana, and London is an hour behind. This sounds trivial until you have managed a team that comes online as yours goes to lunch. 2. The languages

English and Italian are widely spoken among Albanian engineers. For an Italian company that means the engineering conversation can happen in Italian. For everyone else it happens in English, with no translator in the loop.

3. The flights

Direct flights connect Tirana with the major European hubs, and Italy is about an hour and a half away by air. A client from Milan or Rome can be in the room for a sprint review and home for dinner. 4. The paperwork

Albania is an EU candidate country. That does not make it the EU, and you should have your contracts reviewed as you would for any vendor outside the union, but it does set the direction of travel on data, standards and commercial law towards the market you sell into.

5. The scene

The Albanian software scene is small and dense. It fits inside one city, it knows itself, and that has two consequences: a vendor's reputation can be checked with a phone call, and the useful companies are easy to list. Three examples of the shape most buyers meet first:

  • Ritech: an engineering base in Tirana serving an international client list. Best for: a dedicated team on a long engagement.
  • Keendoo: a company organised as a nearshore development partner for clients abroad. Best for: adding capacity without opening an office.
  • Tegeria: custom platforms built for European clients. Best for: a bespoke platform commissioned from Europe.

All three fit a client that wants a team over years; the worked example below is a different buy, a product at a fixed price with a date.

A worked example

Mistakes to avoid

  • Buying hours. A rate looks cheap and hides the only number that matters, the finished cost. Ask for a fixed price against a fixed scope.
  • Accepting a report where a demo was possible. If nothing is running by the end of week two, the plan is a hope.
  • Letting the vendor own the accounts. Cloud, repositories, model keys: all in your name from day one.
  • Treating launch as the end. Someone has to own monitoring, upkeep and, for AI, evals. Agree who, and what it costs, before you sign.
  • Choosing on the postcode. Tirana's clock and flights help, but they do not ship software. The cadence does.
