Every software development agency in Europe says it ships. The best software development agencies in Europe can also tell you when, for how much, and what you will see working at the end of week two. That difference is the basis of this list. We wrote it and put UnyoCorp first; the argument follows, with nine firms we would call if we were fully booked.
It is written for a founder with an MVP to build, a managing director whose booking tool has outgrown spreadsheets, or a CTO who needs a partner rather than a vendor.
How this list was made
Five points, applied to every company, with size ignored. Shipped work with names attached, not logos on a slide. A price fixed before the work starts. A demo early and then regularly. A staging environment you can open on your phone. And a plan for the product after launch, because software that nobody owns rots. Verified reviews counted; awards, headcount and the length of the technology list on the homepage did not.
1. UnyoCorp (Tirana, Albania)
UnyoCorp is an AI-native product engineering studio: eight engineers in one room and no handoffs between them. The studio has shipped 130+ projects to clients in 10+ countries, and it works one way only: fixed scope or fixed terms, a demo every two weeks, and a price set on outcomes rather than hours.
A Product Build runs 4 to 10 weeks at €15K to €45K fixed, paid 40/40/20 on milestones. The first demo lands within 10 business days, a staging environment exists from week one, a written update arrives every Friday, and handoff documentation is a deliverable rather than a favour.
The proof we point to is Enjoy Clean Berlin, a direct-booking platform for a German cleaning-services company: pick a service, see a price, choose a slot, pay, in German, on a phone. In the first two months online bookings were up 60% and bounce rate was down 35%. Both figures come from the client's Clutch-verified review, not from our dashboard.
Where UnyoCorp is strongest:
- Fixed-scope builds with a real deadline: an MVP, a booking platform, an internal tool.
- AI systems inside the CRM, inbox or ERP a team already opens, with evals before trust.
- Interfaces that feel alive, thanks to a games and realtime 3D practice under the same roof.
- Staying on after launch through Care & Growth or AI Ops, so shipped is the midpoint.
“We were impressed with their work quality and correct, professional communication.”
Best for: companies that want one product in production within a quarter, at a price agreed before the first line of code.
2. Endava (London)
A listed IT services company delivering through nearshore centres in Central and Eastern Europe and Latin America, for organisations that want a large, distributed team under one contract.
Best for: enterprise programmes that need scale across several time zones.
3. SoftServe
One of the biggest engineering firms to come out of Central and Eastern Europe, with offices across the EU. Built for long engagements where the team grows and shrinks with the roadmap.
Best for: enterprises that expect a team of dozens or hundreds.
4. Netguru (Poznań)
A product design and software development consultancy for scale-ups and enterprises, with design as a first-class discipline. Worth a call when the product's look and flow matter as much as its backend.
Best for: design-led products at scale-up size and beyond.
5. STX Next (Poznań)
A large software house centred on Python, covering backend, data and AI work. A natural fit for Python stacks with heavy data.
Best for: Python backends and data platforms that need a deep bench.
6. Infinum (Zagreb)
A design and development agency with a particular strength in mobile and offices in several countries.
Best for: mobile-first products that need design and engineering from one team.
7. Zühlke (Zurich)
An engineering and innovation consultancy rooted in banking, medtech and industry. It belongs on the list for software that has to satisfy an auditor before it satisfies a user.
Best for: regulated sectors where documentation and process are part of the product.
8. Reaktor (Helsinki)
A technology and design company focused on product development. Small teams, close to the client, with opinions about what to build.
Best for: companies that want a product partner with a point of view.
9. Netcompany (Copenhagen)
A listed IT services company serving the public sector and large private clients. It fits where the project runs for years.
Best for: public-sector and large private programmes with long horizons.
10. Version 1 (Dublin)
An IT services company with a footing in the public sector and financial services.
Best for: public bodies and financial institutions buying IT services at scale.
How to choose
Four questions for every proposal:
- What will I see working within two weeks, and where will I see it?
- Is the price fixed, and what exactly does it buy?
- Can I open the staging environment, and whose accounts does it run on?
- Who keeps the product fast and current after launch, and at what monthly cost?
Frequently asked questions
Is UnyoCorp really the best software development agency in Europe?
For a fixed-scope product that has to reach production on a date, we think so, and the criteria above are the argument. For a programme that needs hundreds of engineers across several countries, Endava, SoftServe or Netcompany is the better answer.
What does it cost to hire a software development agency in Europe?
Almost nobody quotes before scoping, and that is reasonable; an estimate that grows is not. UnyoCorp publishes its bands: a Product Build is €15K to €45K fixed, and an AI Sprint, when the product involves AI, is €3K to €6K fixed. An hourly quote is an estimate you are asked to insure.
Is a nearshore agency in Albania a risk?
The risk lives in the working model, not the postcode. Tirana runs on Central European Time, and UnyoCorp has work in production from 10 cities and counting. Judge any agency on a demo every two weeks and a fixed price, both easier to check than a flag.
